Agencies interested to join the PerCo Framework
The PerCo Framework is an open framework that enables schools to access and work with recruitment agencies compliantly.
Recruitment agencies that wish to supply recruitment services to Harris academies and head office departments must do so via the PerCo Recruitment Framework.
The framework provides a clear, transparent route to working with Harris academies under agreed terms and performance standards.

What the framework means for agencies.
Agencies on the PerCo Framework:
- Are appointed to one or more specialist Lots
- Operate under agreed terms, pricing and compliance standards
- Receive recruitment requests via the Omnijo framework platform
- Are reviewed as part of annual framework refreshes

Supplier Lots
The framework includes 12 specialist Lots, covering areas such as:
- Education leadership and teaching
- Supply and classroom support
- Corporate, finance, HR and IT
- Estates and facilities
- Executive search and managed services
Requests are routed to the most relevant suppliers to improve quality and efficiency.

How agencies will work with Omnijo
Agencies will:
- Receive and respond to requisitions online
- Submit candidate details through the platform
- Manage bookings, timesheets and confirmations digitally
- Operate within agreed mark-ups and pricing limits
- Be paid in line with framework payment terms
All communication and activity is recorded for transparency and compliance.

Performance management
Supplier performance is monitored using agreed KPIs, including:
- Time to fill
- Quality of candidates
- Assignment completion
- Compliance and process adherence
- Cost efficiency and service quality
Performance is reviewed termly and annually. Persistent under-performance may result in removal from the framework.
